The document appears to be a plain HTML document, and I can't see a
clean way of viewing/navigating HTML in Xcode. Safari then, might be
the better way to expore this document.
Or even better, with Safari?
A control click and "Copy link to clipboard" on one of the links on
that page gave me a hint as to where the documents live. I think you
might have figured that out though - they are in Xcode's app bundle.
