Resource merge is failing

After I make a change to resource file in my project, the ResMerger tool fails with this error. Only workaround I have found so far is to Clean the target and recompile everything. Does anyone know of a more effective workaround?

### ERROR (file:/SourceCache/CarbonTools/CarbonTools-74/ResMerger.c, line:342): 'RemoveResource' failed (-196)
