It is recommended that you do not use an installer unless you
absolutely have to. What prevents you from creating a simple
self-contained bundle?
If you absolutely must have an installer, which few people do, it is
recommended that you use the Mac OS X built-in installer. The Developer
Tools include PackageMaker and various other similar tools.
There is really very little reason to create your own custom installer,
but there's nothing to stop you doing that in Xcode. However, it is
fiddly to do it "correctly" and probably not worth the effort.
Third parties also provide installer solutions, most obviously the ones
by Mindvision (FileStorm and InstallerVise). However, there is not
really any reason to use them.
I suggest you watch the WWDC session from last year by John Geleynse.
(I think it was 001 - Delivering a Complete OS X User Experience).
