I'm confused by this comment. Yes, I do realise it, it was the "intuitive
place for it", in my opinion the location of the header files is a function
of the "target I'm building", not "the way I'm building it".

Not being crossed out means that it will be obeyed.
If its crossed out, that means you have a value defined in the style which
will override the Target setting. It took me a while to realise that you
need to "delete" all of your accidental settings in the Style panel, you
can't just edit them back to an empty string and assume that means "no
setting here".
I've found that the best way to clean up a project is to
1. display the settings for each Build Style
2. select "customised settings" so I can see whats explicitly set
3. delete the ones that are not to do with "compiler optimisation", or
"deployment location", etc.
4. display the settings for each Target
5. select "all" settings and make sure everything I want is still there
:-)
For those who don't know how to delete a setting, select that row and click
the (-) icon at the bottom of the panel.
