There are a few things that could be going on here:
First, when you check your code sense settings, make sure you look in
the project's settings (Get info on the top item in the Groups & Files
view, and switch to the Code Sense tab). The global preferences are
overridden by the project settings, and it's easy to get surprised by
this.
Second, make sure the "Automatically suggest" option is turned on.
Finally, make sure the "Always show list" option is turned on.
