Altivec code in a QuickTime code bundle

I am playing with the Electric image sample code from Apple and trying to add some AltiVec vector code.
XCode refuses to compile it saying "vector" is undefined.
I have turned on the project setting for "Enable Altivec Extensions" to no avail.
This project does have several targets, but I can not access the compiler settings for each target, all it get is some other kind of info panel that does not have those settings.


If I bring up the info panel for the "Build All" target, then i DO see that setting there, but it has a line drawn through it.

What the heck is going on and why can't i get this seemingly simple setting to work?
