Make sure that you have the Installer
(/Applications/Utilities/Installer.app, icon should look like a hard
disk with a grey arrow pointing downwards at the disk) installed. If
the Installer is not present, then you will need to reinstall Mac OS X.
The Installer program is used by more than the developer tools; many
third-party applications also use the program to install things.
