  Chris made an excellent suggestion; a few more ideas:

1) Mac Cyrillic is not that different from Windows Cyrillic (only upper-case
letters differ); so you can almost get away with this encoding.

2) UTF-8?

3) Cyrillic Clipboard Converter may help in some situations
