Xcode Allowing Editing of SCM Controlled Files

I'm using Xcode 2.0 with Perforce SCM. The majority of the time it
works as expected - when I try to edit a file that isn't checked out,
Xcode prompts to either a) allow editing; b) cancel; or c) SCM edit.
However, sometimes it allows me to edit the file and never prompts me
to check it out of SCM. Not only does Xcode allow me to edit the
file, but also allows me to save the file, which is read-only (perms
0444).
I'm using Xcode in the "all-in-one" layout mode. I haven't quite
figured out if there is a pattern to this yet, but it seems like this
strange SCM behavior happens more often when I'm editing with the
"Build" page selected than when the "Project" page is selected. For
example, right now I have the Build page selected and it is letting
me edit a file that I haven't checked out of Perforce. If I switch to
the Project page and try to edit it, it will prompt me to check it out.
Any clues?
Also, is there a good place to send Xcode bugs and feature requests
to? It crashes too frequently for my taste and there are some
enhancements I'd like to request, other than stability improvements,
that would boost my productivity immensely.
