My PowerBook paniced and had to be rebooted today. I can now no longer run XCode 2.1. After the reboot the security update was installed.

Installing the upgrade should reboot your machine yet again. Additionally, it's a good idea to check for further updates in case of misbehaviour.

The usual thing I do in such cases is to open Terminal and run the app's binary directly: type the path of the app's binary (/Developer/ Applications/Xcode.app/Contents/MacOS/Xcode) and hit Enter. This way, you get error messages right in front of you.
