I don't know if that was actually the "goal", but rather an
unfortunate side-effect of wanting to do more intelligent things like
predictive compilation. It sucks royally, and if that was the
intention then that's a stupid attitude to take.
The "goal" was to provide tighter integration with the UI, better
dependency analysis, better building, and (ironically) increased
flexibility to allow other tools to be plugged into Xcode.
Sadly, while we have been making progress on many of the above, the
last item has not born fruit...yet.
