The list of project types depends on the version of Xcode you're running, not the month. Xcode 2 has the command line utility projects, which tells me you're running an older version of Xcode. I don't have an older version of Xcode to check, but I believe the command line utility projects are in the Tool Projects section of the New Project Assistant window. Look for the following project types in the Assistant window:

C++ Tool
Standard Tool (C language)
Foundation Tool (command-line Objective C project)
Core Foundation Tool
