As David Reed pointed out, when a Mac comes with a particular version
of Mac OS X, installing anything earlier on that Mac isn't supported:

You should use older hardware for testing your software with older
versions of Mac OS X.
You can also build your software for older versions of Mac OS X using
the latest Xcode Tools. See topics related to "cross-development" in
the online documentation. Specifically, you'll probably want to
install the Mac OS X SDK for the most recent version of Mac OS X
whose features you want to take advantage of and use it in your
targets, and set the Mac OS X Deployment Target for your targets to
the earliest version of Mac OS X on which you want them to run.
