It's in the Cocoa project template proper, and is there either by
mistake or because you installed the Japanese localization of Xcode
along with the English.
You can go into the templates themselves (they're all in
/Library/Application Support/Apple/Developer Tools/Project Templates/)
and delete the Japanese.lprog folders in there. When the templates are
instantiated at New Project time they'll be as you desire.
