Generating multiple localizations when creating a new project

Hey folks,

Hopefully this hasn't been posted very often, but here goes. I have xcode 2.2, and whenever I start a new Cocoa project, it decides to create a English.lproj and a Japanese.lproj. I'm only looking to create the English localization, so I'm trying to find a way to disable this. I've tried moving my prefs plist to the desktop and launching, and also killing the global caches, but none of that has helped. If anyone knows the answer it would be mightily appreciated.
