we know that there is a different version of Darwin on the
mini (7T21) than there is on my PowerBook (7S215), and it seems that
Apple won't be upgrading the Darwin on my PowerBook any time soon....

According to <http://thinksecret.com/news/0501briefly3.html>, 10.3.8 (7U10) has been seeded. If you have a seed key, you can verify the truth of this rumor. I'm not aware of any rumored release date, if that's what you were referring to.
