It's probably preferable to direct those that aren't already users to
<http://developer.apple.com/bugreporter>.
The former currently redirects to the latter, and it's easier to
remember/type.
Actually the former redirects to the actual bug reporter login while
later outlines how to use the bug reporter (the need for an ADC account
and the FAQ) and provide a link to the bug reporter login page. Of
course the current login page also now outlines that you need an ADC
account, it didn't used to.
