Recommending that users perform the update to 10.3.9 is one thing, making it possible for them is another. There are still many people that either do not have a modem or are on dial-up.

I'm sure that a lot of people who don't have internet access / broadband themselves, still knows someone who does. They can either bring their computer to this friend, or have them download the software for them, and get it on a CD.

For non-techie users, upgrading the system make them feel to change the computer how it works now. So, if they are asked to upgrade to run some particular app, they try to decide wether the new app is worth breaking some old things.

This point of view might not be the result of detailed knowledge but it's how I've experienced it several times. Your only chance to get around this is probably to make the upgrade experience as smoothly as possible.

Where there is a will, there is a way...

If I'd go to a friend each time I'm asked to do a 30 MB+ (more than one hour on a modem or ISDN) download, I'd have to participate in the rental fees there.
