Just make sure that your Mac OS X Deployment Target build setting is set for 10.3. There are many reasons that building on Tiger won't run on Panther (gcc version, C++ libraries, system libraries, frameworks, etc.) but almost all of them are taken into account by telling Xcode what's the earliest version of Mac OS X you want to run your code on.

I thought of that but it's already set

MACOSX_DEPLOYMENT_TARGET=10.3


As a test, I built PHP-4.4.0 with gcc 4.0 and it wont run under 10.3 however, if I build with gcc 3.3 it runs with no problems.
