Ah. It appeared to have the focus since it was a front window and the
wheel scrolling was scrolling the contents of the window. Definitely
looks like a bug to me and I'll file one, but thanks for the workaround.

In XCode 2.1, display the Xcode 2.1 Release Notes. Press Cmd+F to
bring up Single File Find dialog. Enter something known to be in
the release notes, such as 'gcc' (without single quotes) and
ensure Ignore Case and Contains are both selected. Hit Next and
notice that it reports "Not found".
However there are several instances of the search string in the
release notes. 100% reproducible here.
