Is there an easy way to en-masse change the role of the headers in a
framework target?

Select the headers you wish to change to a particular role in the Target Smart Group's Detail View (right hand table), then hold down the shift or command keys while selecting a new role in the role popup of any of the selected headers.

This is not intuitive, unfortunately, but it works.
