Are you saying that you're app is going to guarantee the presence of this library on any system the app will run on?
In that case I would make a copy of the SDK of your choice, and name it something like "Mac10.3.9Marketocracy". Then you can install anything in that SDK that your app is guaranteed to have on the installed system.
