Xcode application not launching

I'm using a 1.5 GHz G4 PowerPC Powerbook (512 MB RAM, OSX 10.3.9) and
I've installed the developer package of Xcode from the cd. For some
unknown reason, when I double click the "XCode" application (or even
interface builder) the icon bounces twice, activity stops, and nothing
happens. I've installed, restarted, uninstalled, restarted,
re-installed, multiple times and for the life of me cannot figure out
why the app won't start. I've it running on my G5 with no problem but
for some reason it will not launch on the Powerbook.
(As an aside, I do recall an update for Xcode in the software
update--I think-- but even after running a software update there are
no Xcode updates to install.)
