Sounds like you may have an older version of the DocViewerPlugin in ~/ Library/Application\ Support/Apple/Developer Tools/Plug-ins/. If so, move it aside (or delete it) and restart Xcode.

Xcode looks for its plug-ins in ~/Library/Application\ Support/Apple/ Developer Tools/Plug-ins/ before checking /Library/Application\ Support/Apple/Developer\ Tools/Plug-ins/. Those in your home directory win out over those in /Library.

What's the issue? Is it just this one hardware model that isn't allowed to
update Xcode documentation? (It's an older 733 MHz G4 Power Mac.)
