They did. ;-)
Install the 10.3.9 SDK (part of the developer tools install) and
target that under 10.4. This is a fundamental feature of Apple's
developer installs (and it works great for CodeWarrior too).
You should get into the habit of targeting the SDKs. You'll save
yourself a lot of heartache, and more easily be able to solve build
issues just like these.
Before going off half-cocked about how Apple is filled with idiots
because 3rd party open-source apps don't build 2 business days after
10.4's release, you might want to do some more research into Xcode's
feature set.
