They did. ;-)

Install the 10.3.9 SDK (part of the developer tools install) and target that under 10.4. This is a fundamental feature of Apple's developer installs (and it works great for CodeWarrior too).

You should get into the habit of targeting the SDKs. You'll save yourself a lot of heartache, and more easily be able to solve build issues just like these.

Before going off half-cocked about how Apple is filled with idiots because 3rd party open-source apps don't build 2 business days after 10.4's release, you might want to do some more research into Xcode's feature set.

Well thanks to Brad Oliver, the building issue has been resolved and I sure feel like a putz.

I was so focused on my anger because I expected things to work as they always did and a simple solution was nowhere to be found (so I thought).

Brad suggested setting the build environment and offered a hint on what to set it to (I guess to prevent me from feeling like more of an idiot when it worked) so I tried it and sure as sh!t, it worked.

The following will allow you to build most the open source projects while we wait for the rest of the world to catch up.

setenv MACOSX_DEPLOYMENT_TARGET 10.3
setenv NEXT_ROOT /Developer/SDKs/MacOSX10.3.9.sdk
setenv C_INCLUDE_PATH /Developer/SDKs/MacOSX10.3.9.sdk/usr/include

With that said, I apologize for my anger, my outburst (too stupid to take a chill pill at the time) and my remarks towards Apple and the 10.4 developer tools.

My ignorance and blinding anger is no reason that anyone should have been subjected to my outburst so to everyone else I apologize for having to endure my crap.
