Best practices for upgrading?

I've noticed that there are a few people that have mentioned having problems while upgrading to Tiger & XCode 2.0.  Is it better (safer) to do a clean install rather than an upgrade (will this avoid the potential problems people are faced with)?

I ask because I'm in the fortunate position right now that work has slowed down a fair amount and I could actually spend the time paritioning and installing everything fresh, but I want to know if its worth the effort of getting everything back up and running afterwards.
