I always do a completely clean install of major OS updates for the
following reasons:
1. It's too easy to blame "upgrade" installs for problems seen later on.
2. I almost always want to change partition sizes (or whatever).
3. It gives me a chance to get rid of all the software/preferences/
etc that I no longer use.
Of course, I always back everything up and make sure I note down any
hard to remember settings before doing the clean install. I know
Apple now offers the Archive and Install, which may very well be good
enough. But I still opt for the clean installation.
With regards to Xcode itself, I did have to recreate my Targets. But
I didn't do an import of my old project files (not sure if that would
have helped anyway). Then again, I had changed some paths around
anyway, and would have had to redo some stuff no matter what. So, no
big deal for me.

I ask because I'm in the fortunate position right now that work has
slowed down a fair amount and I could actually spend the time
paritioning and installing everything fresh, but I want to know if
its worth the effort of getting everything back up and running
afterwards.
