Markian,
    While you could in theory do...

1. Install Tiger
2. Install Xcode 2.0
3. Re-Install BSD subsystem from Tiger

I be much more inclined to deinstall XCode 1.5
in Panther before installing Tiger until someone
documents all of the files that are lost in
steps 1 and 2 on upgrade installs to make sure
they all reside in BSD.pkg.
