Chris,
I have done a series of tests locally with a Carbon Copy Clone of
a MacOS X 10.3/XCode 1.5 volume. The results are that following types of
installs won't suffer from the XCode 2.0 upgrade glitch...
1) Clean install of MacOS X 10.4 with migration from the Panther volume
2) Archive and Restore install of MacOS X 10.4 over the Panther volume
3) Use of the /Developer/tools/uninstall-devtools.pl on Panther volume
followed by an Upgrade installation of MacOS X 10.4 on the Panther
volume.
All of these approaches manage to remove the XCode 1.5 installation
before the installation of XCode 2.0 (so it is an install rather
than an upgrade of the XCode packages).
The scenario that causes the problem is an upgrade install of
MacOS X 10.4 followed by an upgrade install of XCode 2.0.
