"RemoveResource failed" error

Every time I modify one of the PPob files in my project, I get this build error:

### ERROR (file:/SourceCache/CarbonTools/CarbonTools-84/ResMerger.c, line:349): 'RemoveResource' failed (-196)

This is with XCode 1.5 and OS X 10.3.9. Searching the archives I found a couple of other complaints about this issue, but no solutions. Has anyone found a way around this, other than doing a clean rebuild?
