It sounds like you may have gone to the Developer Technical Support page and confused it with the bug reporting page?

Does that look familiar? I really doubt that there was ever any suggestion that you had to pay to report a bug. Unless there was an April Fool's joke I missed :)

I've decided not to issue bug reports that way since then and have adopted the attitude of simply not using software

that has bugs i can't live with.
