Does anyone have any insight into what this file is? Is it just there due to some bug in the Xcode packaging process? Is there any reason to keep it around?

The contents of these templates differs from the others in that they have this, seemingly redundant, extra PCH file. I would suspect that there is some sort of bug with these templates in Xcode 2.2, and you can probably simply ignore / remove this file if you have verified that it's not referenced by the project. The contents of the "TemplateInfo.plist" file in the project file wrapper in these projects also seems to support this assumption.
