Standard C++ lib -- which is more conforming to the standard?

Is the one XCode uses more conforming to the standard than the Rogue Wave one?

I note that Rogue donated theirs to Apache and it's now in incubation.
That source code is available at <http://incubator.apache.org/stdcxx/>

As an aside why isn't the XCode libstdc++ source distributed with developer tools?
