Frameworks and SDKs

When I create a new project, it adds the default frameworks from / System/Library/Frameworks/. If I'm targeting the 10.3.9 SDK (SDKROOT is set to /Developer/SDKs/MacOSX10.3.9.sdk), should I replace the frameworks in the project to the frameworks in that SDK? I didn't see mention of this in the docs.
