scripts from 2.0 and 1.5 and ran them (1.0 didn't have one) and
reinstalled. I ran them again and installed 2.0 instead.
The preferences are still the same: they don't look like 2.0's or
2.1's.

version numbers).

Folks in #macdev on irc.freenode.net said they were the same versions
as their 2.1 installation.
I'm a bit frustrated now and have pretty much run out of ideas. Is
there a resource lurking somewhere? I was unable to find anything at
all relating to Xcode's prefs inside Xcode.app ... or anywhere else,
for that matter. Maybe it's done programatically? I don't care,
really; I just want this to work without having to wipe my drive and
completely reinstall Tiger.

This is incredibly strange. It's like you have a nib or plugin left
over from Xcode 1.2 or 1.5 hanging out despite all the (correct and
sensible) things you tried above.
Sorry to say that we have never seen anything like this before, so
there's no quick answer forthcoming.
Check out the Application Support/Apple/Developer Tools folders in both
/Library and ~/Library to make sure that there aren't leftover plugins
there.
Xcode's preferences are in ~/Library/Preferences/com.apple.xcode.plist
and you could try moving them out of there and starting fresh.
