I just posted the answer to the cocoa-dev list earlier today:

I'm not sure how you'd do that in CodeWarrior, but in Xcode, you would open the bundle's project, create a new custom executable pointing to the Carbon app, make the new custom executable the current executable, and then choose to debug the plugin target.

Substitute "Carbon app" above for the app that will be loading the bundle.
