Xcode Help "Full-Text Search" Completely Broken

I see in the list archives several recent complaints (but no solutions)
about Xcode documentation not working.  I find a similar but worse problem:
I never get _any_ results when I type anything into the full-text search, as
shown in this screenshot:

You see I've typed the word "compile".  Obviously, this word should be found
somewhere in Xcode Help!  Does anyone have a suggestion for fixing this?
