This actually makes sense; users have different directory structures, home folders, etc. and can't be expected to have the same directory structure across computers & user accounts.

I don't think that's possible. You can, however, set a location where all built products will go by default in Xcode's preferences.


More generally, how does one know which things are user prefs and which are
project prefs, when both are set in the project settings window, even within
the same pane?

Experience combined with trial and error. Everything in the Build, Configurations, & Comments tabs, as well as the SDK setting in the Project tab, are stored in the project file. Everything else is stored in the user file.
