Xcode 2.4: Different behavior of MAC_OS_X_VERSION_MAX_ALLOWED ?

It seems that with the 10.2.8 SDK installed by Xcode 2.4, MAC_OS_X_VERSION_MAX_ALLOWED is actually MAC_OS_X_VERSION_10_4 (1040). 

Thinking about this, it could make sense, but would contradict the documentation on the Apple Site:

Has anyone else experienced this?
