Do you indeed have a ResourceManager Resources build phase? The
Resources build phase doesn't run Rez, it just copies files into
the target bundle's Resources folder. You need an actual
ResourceManager Resources build phase (select the target and choose
Project > Add Build Phase) and the .r files have to be in that
build phase in that target.

Firstly, this is a converted project that always had some Rez sources.
After conversion, in the relevant target I see a "Build
ResourceManager Resources" Phase with the .r sources in it. If that
phase isn't supposed to run Rez, which one is? I only have the option
to add "Copy Files," "Run Script," "Compile AppleScript," and "Build
Java Resources" phases.

If I create a new project and add a .r to it, with a 'Resources'
group, I get Rez options in the Info -> Build panel.
Being in the project and in the Resources group means nothing at
build time. To be processed, a file has to be:
- a member of a target
- in a build phase
