Since I will eventually have a nib, XCode's docs recommend I use ocvs (1.10) and set up wrappers.

That's what they recommend? Sounds weird, since most CVS users today (including Apple) are moving to Subversion that doesn't support tar- wrapped files anyway.

1) What kind of problems will I create if I attempt to use both cvs 1.10 (ocvs) and 1.11 with the same repository?

You would create bad problems!

2) If I instead wanted to use 1.11 with XCode, what issues am I looking at? Is it simply a matter of checking in the bundle's parts as individual files and directories, or is there more to a bundle than that (ie, strange finder flags)?

No, that's it. Xcode is (IMO) lacking a bit when it comes to providing a good UI / interaction for dealing with bundled files in SCM, but for the most part it works just as well as for files that are not bundles.
