The problem I had, was with SenTestingKit.framework. It is installed in an old version in /Network/Library/Frameworks at my company to the effect, that not one unit test example from Apple can be build. Unfortunately the admins wont remove the framework...
The workaround is to use -F/System/Library/Frameworks as a linker option.
Maybe the real bug is that SenTestingKit.framework is installed in /System/Library/Frameworks and not in /Library/Frameworks?

It is probably a battle between user and administrator.
Corporate admins want control over users. If user installs Framework that preempts admin's wishes (or corporate policy) then that is not a desired effect.
If you do have a /Network/Library/Frameworks directory then that probably means your computer is being managed by a server. If not then there is no real problem (as long as the ld process times out on the network search quickly, or uses a cache to the mount point).
