I believe that /Library is searched before /System/Library so that a developer can override the system-supplied versions of frameworks by installing a custom version under /Library
The same reasoning applies to /Network/Library
I.e. /Library and /Network/Library are places that are under your (or your administrator's) control as opposed to being under Apple's control. Nobody but Apple is supposed to be putting stuff under /System
