I believe this is possible.
If i understand correctly, here is an example of how 3-rd party team
integrated their pascal compiler with XCode:

Also, again if i understand it correctly, XCode 2+ could be used to
cross-compile application to the "alien" processor, i.e result i386
MachO binary on the PPC Mac
