For what it's worth, I've observed the exact same behavior in
Terminal.app with respect to its own documents. I noticed that
Terminal starts to behave like that after I use the Attach Debugger
button in the developer-mode crash dialog (which starts gdb in
Terminal). Following that, Terminal will not open documents dropped on
its Dock icon or double-clicked in the Finder, but its Open command
will function normally. Quitting and re-opening Terminal is the only
workaround I've found so far. I have reported this to Apple.
