Yes. When you enable distributed builds, the local host is only used to pre-compile headers, and preprocess sources. It's sort of documented in the Xcode manual.
I think you can work around this problem by sharing your local machine, and adding it as another build host. Just remember that they designed it that way (not including the local host) for a reason - to improve over all performance (that said, see my other comments below).


Is it worth it trying to include the Mini when it is a slightly slower machine than my regular build machine?

You have to try it out to find out. Every network of build hosts is different, so there is no silver bullet. Spend some time on trying out different configurations to see which ones give you the best performance.
