800mb isn't really that massive in this day and age. It's probably
valid to assume most developers have a broadband connection to the
internet :-)

Apple used to allow you to buy the tools CD for $20, and it's included
in the ADC Mailing (which in turn is included in ADC Select/Premier
membership).

Due to the vast number of changed components, patch updates are
generally not made available for Xcode.
