There is also an xcode integration kit for GNU pascal here

Apparently it's only for xcode 2.1 and they are still working on
xcode 2.2 integration. I don't know if it has support for the
functions pop-up that you want. The website is not clear about this,
so you can write an email an ask the developer.

Please do at least a bit of searching. This is one of the main
hits when googling on "Xcode pascal":

It simply provides a number of Pascal project templates for XCode.
It is not possible at this time for an outsider to add support for
Pascal (or any other language for that matter) to the XCode parser
which takes care of building the function popup list. As was
recently mentioned on this mailing list, XCode currently contains
different parsers for different things (at least one for syntax
colouring and another one for the "jump to definition" etc
functionality).
