What causes debugged app to not activate?

Often when I start debugging in Xcode, it's sitting there doing its thing, taking a long time to start the debug session and launch the app, so I'll go do other things in other apps or bring other windows forward in Xcode. When I do this, my app will be launched as the last process in the app switcher window. If I don't touch anything, it will correctly be launched as the front process. Can anyone tell me exactly what actions must be done for Xcode to launch the app as the last process? I'd like to know what I can do to prevent that from happening, like if I need to come back and make the Debugger window active right before it actually launches my app, or whatever. It's pretty annoying.
